Restoring in a different filesystem

Hello all !

I would know if it's possible to restore the partition image (ext3) on a different partiton formated in jfs for exemple.

Also I was interested in this.
But I fear it is not possible because it writes the file system bit per bit instead of file per file. So it cant change the file structure.
Note that I suppose this, but I DONT KNOW it.

Could anyone say if I'm true, and if there are tools to restore entire partitions to other file systems?
