Can partimage be configured to write (restore) only CHANGED blocks
(read first and compare). That would hugely prolong ssd life as it has
limited number of writes.

No, partimage will save all blocks in the target partition and restore them all in a restore. There are several techniques to get the most out of ssds depending upon your operating system. I have an ssd each for my linux OSes and Win7 with the operating system on the ssd and my data files on a spinning drive. I use fsarchiver to backup the operating systems. The backup is only a "read" operation. If you need to restore an OS, you'll want to get the whole thing.
